World Press Digest Job Creation and Labor Training Discussed at Guam Jobs Forum

Labor, banking, local government and development officials joined representatives from USDA in Guam last month for a jobs forum, one of a number scheduled across America.

The Obama Administration, through USDA Rural Development and Farm Service Agency staff, is seeking comments from Americans in all walks of life, including small business owners and local leaders following a jobs summit at the White House in December.

markets.  Transportation costs are high.  For example, the island of Rota is just 18 miles from Guam, but those speaking said the cost of shipping between the islands is the same as the cost of shipping from California to
Guam.

Officials were told that Guam needs a supply of skilled labor and more training opportunities. On the plus side, military activity and service businesses, like restaurants, are economic drivers. Topics that were
discussed to boost the economy include promoting a “buy local” movement, developing agricultural products for local residents to buy and eat, improving inter-island infrastructure and becoming a regional educational and business hub.

This youtube video of her performing Overjoyed is a great inspiration to me for 2010. I think it’s time for me to get an upright bass and train my ear.

F-22A Raptors Being Sent from Alaska to Guam

Fifteen F-22A Raptors from Alaska are scheduled to be deployed this month to Guam for about three months.

The military’s most advanced fighter jets and associated personnel are from the 90th Fighter Squadron at Elmendorf Air Force Base.

The U.S. Air Force says the deployment follows the recent departure from the western Pacific of two squadrons of F-22As. The Raptors and personnel that had been sent to Andersen Air Force Base, Guam, and Kadena Air Base, Japan, completed their redeployments in October.

The F-22A can avoid detection, cruises at supersonic speeds and is highly maneuverable.

The Air Force says the latest deployment is an example of the flexibility U.S. forces have to meet their ongoing security obligations throughout the Pacific region.

Guam Fire Department Receives New Equipment

Guam Fire Department receives new equipment as result of EPA settlement with Shell Guam / Over $28,000 in equipment will help the Guam Fire Department respond to emergencies

The Guam Fire Department recently received $28,300 in personal protective equipment as the result of a settlement reached by the U.S. Environmental Protection Agency with Shell Guam for allegedly failing to submit required toxic chemical reports, a violation of the Emergency Planning and Community Right-to-Know Act.

The basic personal protective equipment or “Turn Out Gear” is used by fire fighters to respond to all emergency situations.

Shell Guam agreed to enter into a settlement that includes a supplemental environmental project or SEP, that resulted in positive benefits for the island of Guam.

The company uses toxic chemicals, such as polycyclic aromatic compounds and naphthalene that are components of the fuel that is repackaged at the facility. Shell Guam failed to submit timely, complete, and correct Toxics Release Inventory reports to the EPA detailing the amounts of chemicals processed at its facility in 2007.

Federal emergency planning laws require facilities processing more than 25,000 pounds of the chemicals at issue in this case to report releases of the chemicals on an annual basis to the EPA and the state.

Each year the EPA compiles information submitted from the previous year regarding toxic chemical releases and produces a national Toxics Release Inventory database for public availability. This database estimates the amounts of each toxic chemical released to the environment, treated or recycled on-site, or transferred off-site for waste management, and also provides a trend analysis of toxic chemical releases.

GTA TeleGuam Adds Pentagon Channel to GUdTV Programming Lineup

tpcTAMUNING, Guam–(BUSINESS WIRE)– GTA TeleGuam has added The Pentagon Channel to its GUdTV programming lineup as public interest grows on the military buildup on Guam. The program addition brings to 275 the number of digital channels now available on GUdTV, short for Guam digital television.

The Pentagon Channel is available at no additional cost to all GUdTV customers on channel 24.

“GTA TeleGuam added The Pentagon Channel in response to growing interest from GUdTV customers who want more timely access to military information and news,” said Andrew Gayle, executive vice president of wireless and television for GTA TeleGuam.

“Consistent with GUdTV strategy to group channels by genre, we placed The Pentagon Channel next to the Joint Military News Network Channel (Ch. 23), the local military news and events channel, for the convenience of customers interested in these programs,” Gayle said.

“Open Skies” Agreement Helps Guam Tourism

Madeleine BordalloCongresswoman Madeleine Z. Bordallo congratulated the U.S. Government and Government of Japan negotiators that have reached concurrence on an “Open Skies” agreement between both countries. An “Open Skies” agreement sets liberal ground rules for airline service between any countries in the agreement. The agreement creates free market competition by lifting any restrictions on international route rights including the number of airlines, the types of aircrafts that fly the routes and their frequency of flights. An “Open Skies” agreement can also allow airlines to enter into code-sharing or leasing arrangements with other airlines of either country.

In particular, the “Open Skies” agreement will open up several slots at Haneda International Airport (HND) to flights to and from the United States. Guam’s visitor industry stakeholders had requested Congresswoman Bordallo’s assistance in opening Haneda to U.S. carriers, and she raised this issue in a recent meeting with Transportation Secretary Ray LaHood. She requested that U.S. airlines be granted access to Haneda and that this issue should be a central point of negotiations in any “Open Skies” agreement.

“I commend the U.S. State Department and the U.S. Department of Transportation on the Open Skies aviation agreement between the United States and Japan,” said Congresswoman Bordallo. “The new agreement will be good for consumers in the United States and Japan. In particular, opening Haneda International Airport to U.S. carriers may benefit our tourism industry on Guam.”

Wonder Plunger Measuring Cup

metric wonder cupI’ve had a similar measuring cup like this for a couple years now. My mother-in-law gave it to me about 6-7 years ago.  However, mine is pure plastic and the edges show their age through the wear and tear.

I decided to get the Wonder Plunger Measuring Cup listed on Think Geek. The feel of the plastic feels like silicon. I think this one will definitely last longer than my yellow one.

Twitter Hacked, Defaced By “Iranian Cyber Army”

Twitter is down. I guess it’s time for me to blog. I found a site about why it’s down.  Here’s some information:

We’ve received multiple tips right around 10 pm that Twitter was hacked and defaced with the message below. The site is currently offline. We’re looking into this and waiting on a response from Twitter.

The message reads:

Update: – We have just found out that the same defacement is appearing at at least one other site, mawjcamp.org. We are not able to see what was at this domain before, but it is now displaying the same defacement that Twitter was only a few minutes ago.

Twitter does not have the best record with security issues. We have previously covered a number of incidents, and as recently as two months ago their web servers were misconfigured to reveal detailed internal network information. We also previously wrote about their admin interface having a password of ‘password’ on one account, and the well-known Twitter doc incident. It was hoped that with the hiring of a new COO, Dick Costolo, as well as a number of other high-level engineers, including security experts, that Twitter had grown out of the phase of being vulnerable to security incidents on such a large scale.

We do not know a lot about the group claiming responsibility for the attack as we haven’t heard their name before and they do not show up in any defacement mirrors or security sites. Similar Iranian groups were active during the election campaign in that country. We have emailed the group (they were kind enough to leave an address on the defacement) for a comment (also added them on Gchat – worth a shot).

Update 2.: Twitter.com is down, status.twitter.com is down (not useful, perhaps they should host it at blogger). Some tweets are getting through at the moment because parts of the API are up. Search also seems to be working. The Firehose is up – Tweets are coming in from FriendFeed (all those tweets about ‘is twitter down’ are from third-party sites)

Update 3.: It is suggested that if you use the same password on your Twitter account with other accounts, now would be a good time to change your password on those other accounts.

Update 4.: There is a history between Iran and Twitter. It was well noted and covered in the media that Twitter was used as a tool during the Iranian election protests. The US government actually intervened to assure that Twitter was available to the protestors in Tehran and around the country. This attack may be an act of reprisal from groups who were not happy with the role that Twitter played during the protests

Update 5.: There is speculation at the moment that this may be a DNS redirect, which means that the Twitter.com domain has been redirected to the defacement page. This doesn’t explain why some sub-domains are down, while others are currently still alive.

Couple Accused of Faking Death

oysterRajmatee Kapadia of Florida argued in court for more than a year with a Sioux Falls insurance company that her husband, Vij Misir, really had died after eating bad oysters during a family vacation in Malaysia in 2003.

Eventually, Kapadia settled the case for $2 million, backed up by official documents from Malaysia, as well as her claims she had seen him cremated and spread his ashes.

But some still weren’t buying the story.

“The truth is, I never believed he was dead,” said Jay Blumenkopf, the lawyer who represented Sioux Falls-based Midland National Life in the lawsuit. “Sometimes you settle cases for business reasons, but I never believed he was dead.”

That’s the reason he wasn’t surprised when FBI agents called him last December and told him Misir had walked into the U.S. Embassy in Jakarta, Indonesia, and asked to renew his passport.

Today, Misir, 45, sits in the Minnehaha County Jail after FBI agents found and arrested him in Guam in November, and both he and his wife face federal charges in the faked death.

Richard Ivers, the Coral Springs, Fla., lawyer who represented Kapadia, said he hadn’t spoken with her since the settlement and was surprised to hear that his former client and the husband he thought was dead had been indicted for fraud.

“I don’t know anything to say about that,” Ivers said. “I’m sort of taken aback. It’s gonna take me a little while to digest.

“She claimed that he ate some bad oysters and died in a taxi,” he said.

Kapadia, who lives with the couple’s children in League City, Texas, sued Midland National Life and West Coast Life Insurance of San Francisco in 2004 after their investigators questioned the claim that her husband had died in Malaysia during the vacation in October 2003.

Misir had taken out two separate $2 million life insurance policies from Midland and another $3 million from West Coast Life between July 2001 and August 2002, according to court documents. The policies listed Kapadia as the sole beneficiary.

A death certificate was issued for Misir in 2005 when Blumenkopf and lawyers for West Coast Life settled Kapadia’s claim.

The companies chose to settle because Kapadia had a strong case, Blumenkopf said. She had a death certificate and police reports from Malaysia in addition to her cremation claims.

The family decided to cremate him immediately because of their religious beliefs, she said during the 2004 investigation.

“… my father-in-law did the service for my husband because he’s a Hindu priest,” Kapadia said.

She also told investigators that a friend of her husband’s took her family out on a river in Thailand to scatter her husband’s ashes.

Now Misir and Kapadia, 39, each face up to 20 years in prison on charges of conspiracy to commit mail fraud in U.S. District Court in Sioux Falls.

Misir pleaded not guilty in Sioux Falls on Dec. 3 and is being held without bond. Kapadia pleaded not guilty Nov. 23 and was released after posting $10,000 of a $2 million bond on the condition she relinquish her U.S. passport and show up for all her court dates.

Midland will file a civil lawsuit to get its portion of the $2 million settlement back within the next 30 days, Blumenkopf said.
